Cailean Osborne

Cailean Osborne is a Researcher at the Linux Foundation and a PhD Candidate in Social Data Science at the University of Oxford. At the Linux Foundation, Cailean leads research projects on diverse open source trends and policy topics. His PhD concerns the political economy of open source AI, and in his free time he is a contributor to scikit-learn, the OSI’s ‘Defining Open Source AI’ initiative, and the Generative AI Commons. In 2023-2024, Cailean was a visiting researcher at Peking University’s Open Source Software Data Analytics Lab in Beijing, China. Previously, Cailean worked in AI policy at the UK Government and was a UK government delegate at the OECD’s Global Partnership on AI and the Council of Europe’s Committee on AI.
